RO-3-2513 Character Generator
 From a 5 page GENERAL INSTRUMENTS datasheet:

2560 bit = 512 x 5 bit = 64 x 8 x 5 bit static ROM.
A1 to A3 = ROW ADDRESS
A4 to A9 = CHARACTER ADDRESS 
          (A4 = ASCII bit 1, A9 = ASCII bit 6)

8 : Out5
9 : n.c.
10: Gnd
11: Output Inhibit
12: n.c.
13: n.c.
14: A1
 to

RO-3-2513/CGR-001 : programmed with ASCII uppercase 
           and 0 to 9 (totally from @ to ? )

1) Inhibit LOW to Outputs valid = Inhibit HIGH to Outputs
   high impedance.

2) From a diagram: for Output high voltage = 1 V 
   a 9 mA source current is typical.
   For Low voltage = 2V the sink current =17 mA.
